There is nothing called 'medical leave' in Central Government service. There are earned leave and half-pay leave. One can take leave for any reason and it is for the competent authority to grant it or not. One can take leave for medical reason also. If one does not want to take earned leave for medical reason, competent authority can give half pay leave or half the number of days of half-pay leave commuted full pay leave. It is the discretion of the competent authority to allow travel when on such leave.

on one side you are advised bed rest and on another side you are tgravelling.
