No one can stop you from getting a public document, the maximum they may try is to prepare counter as they are aware of those documented facts.  For filing any petition, serving the petition to the opposite party is a rule.  You can not expect confidentiality.   However, you may make your own arrangements to get the public documents from public authorities under rti act.  the authorities are bound to keep applicant's name a secret due to personal risk/safety to applicant.
