Member of Rajya Sabha as prime minister

our prime minister in UPA govt., Mr. Manmohan Singh is a menber of Upper house ( Rajya Sabha) from Assam state.Being a Prime minister he should be accountable towards the house of people ( Lok Sabha).Moreover the money bills can not be presented in Rajya Sabha and these bills is a matter of great importance for the country. It is though constitutional that Rajya Sabha member can become a Prime minister but IS IT PRACTICLE?.How can he address the Lok sabha as he is not the member of lok sabha and how  he can be accountable towards the voters as he is not elected directly by the public  but he is elected by state.

Though legally a member of Rajya Sabha is equally entitled to become PM of India as per provisions of Constitution but morally it is bad. A person being elected directly by electorates should represent House of Commons/as PM.

the question raised by you, raised by others also.

no doubt it is constitutional and practical also.

he can address the lok sabha - no problem.

ministers including prime minister can address both the houses. it is constitutional as well as practical.

he is elected by  the mla & mp of that state.

he is working inefficiently, neglegently and allowed corrupted peoples in high post of the goi.

- this is seperate issue.
