i'm staying at probhodhan apt in Nagpur city. In our aot Mr. uke had one flat at third floor and shop at ground floor. When apt was buildup three yrs before there was no kitchen and lavotary in all the three shop at ground floor. apt had 9 flats and three shop.
my negihbour mr.uke without permission of all flat owner constructed kitchen and lavotary in shop and taken water pipe connection because of which all flat owner are facing water related problem. After this construction he rent out his flat at third and started staying whith hs family in shop.
As per my knowledge flat are register for residence and shop are register for commercial use in nagpur muncipal corporation.
Mr. uke never pays maintenance of flat and shop
Please suggest under which law we can proceed against him and under which section we can penalised him.
