I booked flat in Oct-2014. Paid 1 lakh in Ocr-14 and 5 lakh in Dec-14
Builder "verbally" promised to complete registred agreement within 3-4 months and possession in 2016 end.
Till now no registered agreement done (he says he sill don't have environmental clearance from government) and i wish to quickly book another flat due to family urgency.
Asked builder to refund amount, he agreed but said he will refund money after 80-90 days, or when another buyer pays for this cancelled flat. I need quick refund. What are my options for this? Will it worth fighting in consumer court or it's wise to wait 90 days. (Note I signed quotation form which says pelanty of 100/- per sq. ft. in case of cancellatiion, and luckily builder is not imposing this penalty on me)
Do i have right to ask interest on my booking amount instead due to un-satisfactory work progress? what's wise decision?
