No association but colleting fee as maintenance

I am bought a flat in an apartment where 7 flats are there with all different sq ft. no proper association formed or registred. builers relation who voluntarily collect the money initially agreed as re.1 per sq ft and meeting the exp. day by day expenses increase shown no bills or accounts. non illiterate lady who cleans steps n some parts of apartment and switch on & switch off the motor for mrng & eve. no members count accounted or no water meter or no other control for water consumption and drainage clearance chrgs for the same. so every apt persons has more guest for months together and chrgs they want to equally share. i am against this chrgs since no control of water usage or accounting for each flat, whereas someone's usage why i should pay? is my question. ours is a atom family, 3 flats for rent - no of inmates or more than house owner says or small. family and gents are living in the same flat. bigger size apt actually get the share from the others and for their continues guest others are paying.

how to sort or reduce/control the non registered or non created association cost in a peaceful manner. in a meeting also no one serious abt the cost sharing since others are enjoying some persons money.

you'll have to serve a legal notice to the concerned person through an advocate.
