no takers for CHS committee members

Ours is a CHS consisting of 72 flats and over 40 years old.

No one wants to join the committee.Present committee consists of 2/3 working members and balance very senior members who joined to form numbers. Since the Society is old there is a lot of work in maintenance & repair categories in addition to other routine work. I am the Chairperson. The Secy. is not doing his job well but there is no one else willing to be the Secy. I have to cover a lot for him.

However if we leave the committee, the option of an Administrator is worse. In the early years an administrator was appointed, and he fleeced the Socy of its funds.

There are a couple of troublemakers who do not want to join the committee but ask troublesome questions and try to make members lose faith in the committee. In fact we are doing our best and all mandatory records and updates are done. Accounts & audit is also carried out. Accounts are clean.

1. Can we insist that these 2 members join the committee in the AGM. 

2. Can we insist on members coming in by rotation?
