Noc - can it be contested in a court

In Goa, the Managing Committee of the Society is refusing to give a NOC as they have received a complaint. The complaint has no actual foundation or proof provided and no other complaint has been made. The committee was coerced into not giving the NOC by one particular committee member. I am now hearing that they have regrets for their decision. Can the refusal of the NOC be challenged in court?

If they have regret for their decision, are they now ready to give the NOC?

The escalation is usually well described in the Act/Rules/bye laws.

Do you want to complain to registrar?

No, as the majority of the society commitee members are afraid of the commitee member who complained.This particular person is regarded as a bully and does not listen to other's views - his always has the last spoken word on any matter.

I wish to settle this matter once and for all hence to take the society commitee to court.

Another problem has now raisen - a new commitee is due to be elected in December so not sure whether to start court action now or wait till new commitee is elected.
