noise disturbance by oas bhawan(land allotted by state gov)

OAS (odisha administrative service) bhawan just beside our house is produces lots of noise during the seasons of marriage, sometimes it becomes impossible to bear. The land granted by the state government to them (OAS officials) for official functions, but they rent it out to general public, private groups for marriage, birthdays, and other events, and carefully receive the money made, through the tent houses, which is wrong and i believe illegal. The whole neighbourhood suffers during their events. Can something be done to stop these wrongs? , most of the people are silent because it is run odisha administrative services people.
