Non-advocates in civil or criminal court

There was a judgment in Aug 11 by Supreme Court that non-advocates can appear in Consumer Forums..

Please guide me if there is any provision in Civil Procedure Code or Criminal Procedure Code where an agent can also argue in the matter....

Can an agent who is not an LLB "BUT agent" is working under a reputed lawyer/attorney argue in the Civil or Criminal District Court.

Thankyou
