Non availability of marriage certificate -records destroyed

Hello Experts,

 I am from Goa .My parents were married in goa before the sub-registrar ponda goa. Their marriage was registered there in april 1977 and marriage nuptials took place on 2nd may 1977.

We went to the registrar and applied to the marriage registrar to issue us the marriage certificate of parents.

Since we need the marriage certificate to some legal matters .When we approached the officers there says that the records have been destroyed (torne to pieces). They say that they cannot issue us any certificate:(. When they showed us the records we found a small piece which contained my fathers name his business and his fathers name.

The registar is not issuing us marriage certificate. We cannot re- register thier marriage as my mother passed away ( deceased ) 

What is the procedure to Get the Marriage certificate. Can we apply for Non availability of Marriage certificate and put petition in court getting witnesses who had attended my parents wedding. 

Please Help.

Apply copy of the  certificate

I applied to the registrar to give me a copy but their records are destroyed so they are not giving any copies.
