I am a central govt employee. Salary didnt receive for August and Sept 2014. Except me all others got their salary. A minor penalty has imposed on me without any reason (i.e increment reduced to lower stage for next three years without cumulative effect). Is it possible to withheld the salary of a govt employee? What I should do to withdraw the penalty imposed on me. What I should do to get my salary?

Consult your superior officer, He will guide you. or else you can file a petition in administrative tribunal of your state through online petition.

Actually I am a Group A officer (recruited through UPSC). Can district collector do anything to solve my problem?
