Not Transferable from deacade Sc St property

I want To know y Sc St caste property is not easily transferable to in my name I m from open category from past 10 decade ... I have awaited too much then also it not came in my title what we hve to do if I want to transfer name from sc st case property in to my name there is any provision under transfer of property act 1882 how to transfer in my name

The Allahabad High Court has said that it is mandatory to get permission as per rules before buying land of a Scheduled Caste, even if the landowner himself is a member of Scheduled Caste. The court has also refused to give the benefit of equality in this case if the petitioner is poor and is not aware of the law.
