Can a notary backdate a agreement

eg: agreement date is 31/12/2015 and notary date is 02/01.2016

Dear ld. members

A partnership agreement is executed during the year 2010. Can it be notarized now in 2016 ?

and is it mandatory to obtain notary attestation in MOU in order to be legally enforceable ?
