You can submit an application to the Tehasildar, with such documents, if you are entitled you will get the certificate, if not they have to state such reasons for rejection of the certificate.

OBC Constitution of India [Article 340]
According to the Government of India mentioned in Article 340, our constitution continuously looks for the benefits of the OBC category citizens: Applicants should possess an OBC Certificate, must have a Domicile Certificate and a creamy family background. When both parents are doing jobs below Group B & C in the Central Government and Group 1 in the State Government, then you cannot apply for a non-creamy certificate.
A person can apply for an OBC certificate only if the annual income of the family is less than rupees eight lakhs per annum. If it were more than the given figure, they would not be getting the non-creamy category certificate. (Income from agriculture/ farming is not included in this).
