Complaint Against “Saharanpur Development Authority” Including
Vice Chairman V.P.Singh MB 8958711000, HAQIKAT NAGAR SAHARANPUR, PIN - 247001,U.P

A). That I am the juristic person of Miss Kum Kum Goel and she addressed a problem of Rules not followed and Laws were Violated when She complained of the written matter to the Divisional Commissioner Controlling authority for stopping the unauthorized Construction have been going in the Purana Loha Bazzar by the offender parties named as [Subhash Mittal S/o Banumal, Sanjay Kumar S/o Dharmdhas (Lohaa Wala), Sunil Kumar S/o MadanLal (Bartan Wala),] Residence of: Purana Loha Bazar, Near Shaeed Samark, Area Morganj, City Kotwali, Saharanpur, U.P. That since that written compliant no necessary legal action was taken by the Saharanpur Development Officers and the JE P.K Agarwal went to the unauthorized site and took consideration from the above offender parties and the illegal construction work have been going in their places without the Maps, Plan, sanction and the Rules prescribed under the Development Laws.
The Rules and Laws First Says:-
1. That for developing any commercial site a recognized MAP from the Architect to be applied and then make an application to Area Junior Engg for the Inspection of the Site is it possible or not in that congested area.
2. That for rise of the second floor of any building the total area of the Plot will be developed in covered 60% ratio and uncovered 40% let be free from every side including for parking and other security standards and not encroach on the public property premises.
3. That for the rise of the Third Floor floor of any building the total area of the Plot will be developed in 40% ratio and 60% let be free from every side including for parking and other security standards and not encroach on the public property premises.
B). That in contrast to that the Offender parties making high story multi market without following the Rules and Laws and when any civilized man or woman makes a complaint she and he was threatened to beat her/him if she/he every come to the office of the Vice Chairman spoke by the V.P Singh personally to the Complainant.
C). That the Matter is very serious that a senior PCS rank officer or IAS has given direct threat for beating, criminal intimidation, abuses and screwed her/him to the Complainant for this matter and intentionally not took any swift proper action on the complaint addresses to him or by his department against guilty offender parties. That if the Construction of the building in today world and in future will be occurred in this wrongful filthy way then who will follows the Rules and law and who will complaint of the matter against this encroachment on public premises. That this deadly approach make a human society transform to evil world made by offender humans.

That under these severe dreadful circumstances I humbly Pray to this Controlling Authority of development laws:-
1. Kindly take needful action against the All Public servants of Saharanpur Development Authority who intentionally avoiding the Rules and Byelaws of the Uttar Pardesh development laws and blindly give implied consent to the Offender parties to make any multistory market without the due process to follow and regulated by the byelaws.
2. That the illegal and unlawful construction will be immediately get stopped so that no further violation of byelaws and Rules may go on by the offender parties and make a State Government Seal of the building or demolish the unauthorized area of the Plot which not follows in 60% or 40% ratio.
3. That any other relief may also grant and inform me for the legal action what taken on it.
