Parking dispute

I am living in 4 floor building. In that building I am the owner of 3 floors, I On paper we have given 1/4 share of parking to the owner of 4th floor. Now that floor owner will not listen to us and park extra Vehicle in parking and make almirah and rack on the common staircase. What I can do in this case

Contact a local advocate, show him the document and photographs disclosing of violation and get a notice issued, after receiving a response, if the response is not satisfactory, obtain a permanent injunction from the competent court.

Can we file a complaint at SDM or DC office with name of my grandmother as a property owner
