Parking without valid purchase/allotment documents

A member of our co-op housing society has been parking his vehicle in a stilt parking without submitting valid purchase or allotment documents. Recently they applied for a educational loan and asked the committee for a noc. Committee refused to give noc untill the member produced parking docs but later on relented after the member submitted a affidavit stating that they would submit the docs within 6 months. Now the member refuses to submit the docs and claims ownership of the parking and occupies the same. What are the options available with the society.
