In my knowlege it is applicable in Central as well as state organisations .Please check the CCS(Leaves) Rules the latest version

Dear Ajay
There is no specific law relating to paternity leave for the employees in India.However, many MNC's and Indian large corporate houses are giving paternity leave which may vary form 7 days to 15 days but this is only as per individual company policy.
