Paying guest problem

Our Building is an open Badi system in North Kolkata in Burrabazar area. We are living here for the last 40 years.Three years back a  person bought our building in his companies name.Some tenants left the building surrendering their rooms to the new landlord after an year.The new landlord is now troubling the old tenants by accomodating paying guest students wherever his rooms are on different floors.As we are living with our families we all are opposing to this move by the new landlord.He is trying to disturb our peaceful environment.We asked the landlord to give rooms to the families,we don'n have problem with that, but not to any unknown young guys.Few months back some students brought girls into their room,all the tenants were surprised to know this.On complaining to the landlord,his employee manager said this won't happen again.The landlord don't even give any maintenence support to us as he charges us 10% on the rent bill.

Can anyone help us out of this problem as there are many families living in this building.The landlord is a promoter and this type of business practice by purchasing building and removing tenants by unwarranted  unethical moves be called as unfair business practice.Please help us out.

Next time when the students create nuisance then lodge a complaint with the local police station against them.

File a written complaint against the landlord in the Office of the Deputy Commissioner of Police (North Division), O.C. Burrabazar Police Station, The Commissioner of Police, Kolkata after getting it drafted by a competent lawyer, because you do not law. If you find the nuisance repeated by the occupants or the disturbance by them is beyond tolerance, you may lodge a complaint with the police against the problem mongers, if you suspect the landlord to be involved in the scam, you may include his name too in the complaint.

Thanks to all for your suggestion.But can the landlord keep paying guest students in  family residential premises,as it is also comes under commercial activity.

Does the tenants of the residence  have any powers to oppose such commercial activity in the premises against the landlord.
