payment of water charges to society

According to cooperative society law , the water charges are levied on members based on number of inlets however the Thane Municipality charges as per the area of flat and the same is being followed by Managing committee. please let me know the correct legal position.

Society pays as per charges levied by MC..

If IT is happenning with all societies then all societies, MC jointly may agree to Water meter at main in society and then per inlet in each society.
