If he is a Central Govt employee then , to my knowledge he has to complete 20yrs of eligible serivice (i.e. Leave without pay on Personal Grounds , to be deducted) to become eligible for the Pension . I do not think there is any provision of waiver of this condition . Still You can appeal to the President for such waiver and pray to God and the President to waive this condition to get you Pension . You must mention special circumstances under which you had no other option but to leave the serive.

THE PERSON WAS AN EMPLOYEE OF UPPCL AND RESIGNED HIS JOB AFTER SERVICE OF 19 YEARS 7 MONTHS TO TAKE ANOTHER JOB AFTER TAKING PERMISSION FROM PARENT DEPARTMENT.BUT HIS GRATUITY & PENSION HAS BEEN FORFEITED BY THE UPPCL.
