Permission to apply for govt employment

  1. I am already in Central Govt Job as a teacher in a central university under new pension scheme far away from my state. I want to apply for a teaching position advertised in another central govt institute in my home town.  It is difficult to get my application forwarded through current employer. If selected I would resign from current job and then join the new one.
  2.
  3. Need answers for the following to be in safer side:

  4. 1. Do I need to inform and get permission from current employer to apply for advertised Job in another Central Govt institution? Any rule or judgement on this!!!

  5. 2. Do I need to get NOC from current employer for attending interview even if the new employer is not asking for NOC???

Thank you.

SANDEEP KUMAR SHARMA (PROB OFFICER)     31 May 2014

SANDEEP KUMAR SHARMA (PROB OFFICER)     31 May 2014

sudhir sir, please help me in this regard

T. Kalaiselvan, Advocate (Advocate)     31 May 2014

Yes is the answer for both of your questions.

Agreed with Experts.

Inform the Dept. Head (competent official as per hierarchy in your establishment) under proper acknowledgment, and request to grant NOC.

Mr. Sudhir Kumar has asked to read the advt. again and respond 'Has UPSC asked to submit NOC'?

Pls revert to Mr. Sudhir Kumar's observation.

The internal policies of current employer might have rule for NOC.

IN case of Mr. Sandeep : it is suggested that he may acquire the copy of appraisal matrix, appraisal and all formalities completed and  show his appointment letter, especially the language in clauses on probation and confirmation of service,  Service rules and regulation to his Labor Consultant/Service lawyer and draft his representations after consultation.

Although the employer is duty bound to initiate and complete the appraisal in time and issue comminique on confirmation of service, extension of probation in time........................................however the mindset of Bank's personnel that are stakeholders in the process can't be forcasted.

They may have second thoughts upon getting the application for NOC.

The employee should apply his skills, rapport, goodwill with reporting authorities and line managers to get the documents.

Dear Mr sandeep

generally NOC is required to produce at the time of interview. In your case I suggest you

1. to simply inform your Bank authority by writting an application that I am interested to appear for CSE and i may kindly be permitted to appaer for the exam.

2. then fillup the forms for CSE, CSE recruitment takes one year so by the time you reach for Viva again ask your bank for NOC based on previous application.

So dont worry about NOC now, just inform your bank by writting application and go ahead,

BEST OF LUCK

Mr Aneesh pls talk to your HR for experience certificate if he denies just in a plain paper write to whom over it may concern that sri ...... is working on ..... company since...... as ....... and get it signed by HR. or else submit your appointment letter along with UPSC form stating that NOC and Exp certificate is awaited and will produce the same at the time of interview. Best of Luck

Sudhir Kumar, Advocate (Advocate)     05 June 2014

So UPSC only wants employer to be informed (no NOC) that you have done.

re; experience certificate, move to higher authorities.

Aneesh (DEPUTY MANAGER)     05 June 2014

 dear sir....sudhir

when i approached HR regarding this issue the message was given orally that  with out noc if u apply UPSC post and get the job  and then u put up the resignation letter they will not give experience certificate but they will give only relieving order
