in additon to what Mr Kumar Doab stated that non-attestation of form is criminal offence. At times they ask this money alleging that they pay in PF office and PF office may not be having any indication of this.
Such demand by private person does not come under PC Act unless proved that bribe is being collected on bahalf of public servant. Neverthless regardless of other provisions it is extortion which is cognizable office under IPC.
Further advise on this aspect will not be on open forum.
