Ph reservation of limbs for mbbs admission

Sir a candidate has both limbs disability of 60% as per ph certificate issued by District Govt. Hospital. During MBBS admission verification she was rejected as upper limb was disabled without looking into lower limbs disability. As per MCI norms only lower limbs disability will be considered. But nothing was given if both limbs are disabled. She is qualified in neet and was sure to get a seat in MBBS government college in ph quota. Due to ph rejection she lost the seat. Can we chllange in high court. She belongs to local candidate of Telangana state. I request your advice/comments pls. Thanks in advance for your advises.
