How do I obtain an Identification that I can use everywhere? One of relatives is poor and do not have a PAN Card. They do not have Voter's ID as there was some discrepancy in names. Is there any way we can make an Affidavit with a Photo to claim the identity? We need to use this ID in lieu of PAN or Voters ID.
