It can be executed through power of attorney

a Will made in India will be for the property situate in India alone and not outside its borders, so the very question is absurd.  Why should a Will be executed in America while the property is in India, or what is your question, whether the testator is in America and he wants to execute a Will for the property in India from America?,   Such Wills can be held legally valid provided the same has been properly witnessed and attested and anyone of the witness or attestor shall testify the same by adducing their evidence before the probating court in India once the Will is disputed.
