Police has got all powers to arrest the accused for an offence registered u/s 498A, but they have not done so at the behest of some external/internal pressures on them, there is no use now once charge sheet has been filed and court has taken cognizance of the case.

You can lodge a complaint of Dereliction of Duty against the Investigation Officer with higher police authorities. If no action is contemplated approach High Court for suitable directions against the erring officer.
