Plot purchase on poa

I am going to purchase a flat in New Delhi, but the property is on leasehold and can not be sold, it can only be transfer by Power of Attorney.

Is it safe to purchase the flat, and what are the necessary point to be considered while taking the PoA.

Please advice.
