Pm kisan

I am land owner through sale deed. I am unable to get pm kisan fund due tamilnadu officials told that patta name should need. I am unable to transfer patta due to mortgage if rs 50000 on it. I am unable to ser due to the party not accept / not trace. I purchased the land with ec of 50000/. I need clearification for 1 how can approach get pm kisan fund per annum 6000/ and the liability in land if any dangerous for court law future.thanks
