Police Not Giving relatives dead body

Dear Sir, I have my relatives who was staying alone in his home all are accept him are died but only one relatives his grany are alive. The guy died in his house after 1 or police come to know by neiberors and told the guy one whom died has no relatives here. That's why Police write in his station dairy he has no one. Now grany come within 20 min after come to know now police deined for giving dead body. Grany showing her idednty also got certificate from gram panchayat and police certificate from his native place , grany also given undertaking to police still police not giving dead body.kindly advice what is procedure to claim relative dead body and his concern things.
