Dear queriest, submit a representation to the Additional Registrar of Cooperative Societies of your state (State Head of the Department) requesting him to early disposal of the matter.  submt it through RP.  If no response from him after a month time, use RTI.

If the Hon. High Court has dismissed the claim of the Society, as you state, the Dy. Registrar has no legal right to supersede the order of the Hon. High Court. You can submit an application to the Court with all the facts.

You may seek further direction from the High Court if there is wilful default or disregard to procedure on the part of the Registrar/Asst. Registrar.
