Procedure to follow to have smooth release after through proper channel application

Dear all, This is Rana Datta. It will be helpful if somebody please guide me regarding the following issues:- I am working as Stenographer in the Pay Level 4 in an Autonomous Body under Ministry of Tourism, Govt. of India. In the month of March, 2018 I applied for a post of Stenographer in the Pay Level 6 in an another Autonomous Body under Ministry of Science and Technology, Govt. of India. I applied for the said post Through Proper Channel. My present employer send my application Through Proper Channel to the concern Department. Then in the month of July, 2018 when I was called for the Interview for said post, I once again applied to my present employer that I may please be issued a No Objection Certificate. Before appearing the Interview my present employer issued me the said No Objection Certificate. After that I appear for the said interview. Upon completion of the interview process in the month of September, 2018 the Concern Autonomous Body selected me for the said post of Stenographer and issued me the Offer of Appointment. Receiving the Offer of Appointment, I served my "Technical Resignation and Prayer for sanction of Lien" to my present employer stating that I am serving a 3 (three) months' i.e. 90 days' notice period to release me for joining in the other Office. NOW MY PRESENT EMPLOYER IS DENYING TO RELEASE ME. Under this circumstance, I request you to kindly guide me with:- 1. Is it necessary to serve 90 days' notice period under Through Proper Channel Application and Technical Resignation? 2. Can my present employer have any right to hold me? 3. Can they delay in issuing my release order? 4. In case, if they delay, what should be my next course of action to have clean and smooth release?
