Quashing of land acquisition- res judicata - petition for proceeding lapsed

I have filed Writ Petition in High Court in January 2016 for quashing of entire Land Acquisition Proceeding and same was dismissed in December, 2019. I do not wish to approach Supreme Court for this matter. However, the Award was passed in year 2014. My question is Can I file Writ Petition before High Court for seeking declaration of entire Land Acquisition lapsed as neither physical possession taken nor compensation amount was paid to me as 5 years will be completed in February, 2020? Whether I am precluded from filing Writ Petition seeking declaration of entire Land Acquisition lapsed due to constructive res judicata? I mean whether res judicata will apply now.
