Recruitment Process

Odisha staff selection commission (OSSC) invite 844 posts of different police posts(Combined Police Service Examination -2013) .finally the result was published in 2016 for the 844 posts and the select list valid for one year. Some candidates not joined post for which non joining vacancies arose. Still the supplementary select list not published. But in same situation Combined police service examination 2009&2011 supplementary list have published. now appointing authority D. G of Police letter to OSSC to fill up the non vacancies of another posts. But still not letter to OSSC for this post. What are the legal grounds? can we file PIL?
