Recruitment regarding

I have applied for UDC in Kendriya vidyalaya sangathan as per advt No.13 under OBC category... where 3 years of experience is must as LDC with grade pay 1900 in central/state/autonomous/PSU ..I have 4 years experience as Junior Asst. in Telangana state govt PSU...Accordingly cleared written and skill test with merit and above final cut off...but they have not selected me because Grade pay system is not there in our present Dept..But my work is clerical in nature which is equal to LDC...can I proceed legally....
