Not at all.
As per rule 108 of Central Motor Vehicle Rules 1989 the state governments are having authority to permit the use of Red/Yellow lights on official vehicles of VIPs (Public Personalities and Puli servants). A list of these VIPs has been published here by Maharashtra overnment in which Court Commissioner is not included. It has been published in a GR No.MVR-1397/195/CR/Parivahan-2, dated 3 July, 1997. At Sr. No.7, all Judges of Mumbai HC is only mentioned.
