Redemption of nsc certificate

Hello 

I have Few NSC certificate issued in different peoples name - signed by them all have matured , these were kept by these people in lieu of some cash finance - How can i redeem . 

When  i went to local post office , they said the person mentioned in NSC has to appear to claim - they cannot appear as i have list of Twenty people who has signed on different NSC of different denomination all Matured Years ago .

It is illegal to possess the National savings certificate belonging to somebody for whatever reason.  Better ask those people to visit the post office and get it encashed themselves, in case they owe you money on that basis, you may accompany them and collect your due amount immediately after enchashment. Please note that the NSC can be encashed any time despite it matured long back.
