Issue a simple Registered notice under CP Act to the Head of marketing seeking specific reasons for not refunding the amount received by them. Inform them that the institution is bound to refund the amount received by them from you when no services were availed by them and that you will be compelled to claim interest, cost with the principal, and compensation for harassment over one year. Nobody should receive undue benefit and cause undue loss to another citizen.
Wait for one month and file a simple complaint with District Forum in your District online. stating the details of the entire transaction and their replies, with a copy of the notice with such service proof.
All these efforts may not cost you more than Rs.100/- and if there is honesty in the organization, they must refund the amount.

You can proceed legally against him by first issuing a legal demand notice and then resort to full fledge legal action as envisaged in law
