Refund issue with asian electrical company in sp road

Hello, Please go through am case and advise the required action.

I purchased a suguna water pump from a shop dealer in SP Road, the shop owner told there are two payment option i.e 

1. Rs 4300 for the water pump with bill

2. Rs 3850 without bill (but he gave me this written bill which is attached)

So I went for the second option without bill, but the motor did not work and i found the spec did not meet my requirment, so i went to return the pumps. the shop person behaved very arrogantly without and did not accepted return. he told i have to approach the sunguna company.

can anyone let me know how to approach this situation.

You can send legal notice to both company as well as shopkeeper and thereafter file consumer complaint in District Forum.

Thanks for reply sir, When i bought the product the shopkeeper did not give the company bill (he gave hand written bill which is as attached) and gaurantee card of the pump was also not given,

can i still send the legal notice?

Yes, not giving Bill and gurantee card or maintaig two types of bills is against law, You can send legal notice, thereafter consumer complaint.
