Regarding 498a

Hi All Experts, My wife gave false 498a dowry case complaint in AP. I have read the procedure of 498a in Law Commission website report 243. In that it is mentioned that no case under 498a should be registered without prior permission of DCP. 1)This report procedure is following or not on AP? 2)Upon receipt of 498a complaint AP police having power to register FIR without DCP permission? 3)whether court will grant AB without registering of 498a?
