Can B compel A to perform his promise?

He cannot compel since there is no consideration.

1. It is not a criminal offence, IF promises made are not honored.  After all "Promises are meant to be broken".

2. There are few judgments of SC, wherein it is held that false promises of marriage is not any  prosecutable offences.

Aggrieved person may claim for damages in civil court.
