Relinquishment-deed-stamp-paper-to-buy-releasor-releasee ?

The one who releases should buy it, or you can ask the releasee to buy it for realeasor if releasor has no money to buy stamp paper.

If the relinquishment is without compensation there is only a nominal stamp duty of a few hundred rupees. There is Bombay High Court judgment. If the reliquishment is with compensation it is like a transfer and the transferee should pay.
