Restitution of property under ipc 420

one of my close relative got conned into giving over 15 Lakhs to a conman who posed as a high ranking official in a certain Insurance agency. My relative was asked by this man to handover amount over 15 Lakhs in installment into the con-mans bank account and once he deposited the said amount he was to get double of the amount deposited by my relative by the insurance company at the end of month. The end of month arrive and my relative the victim did not get any money back, he talked with his family and realized that he was being conned, The victim inquired into the issuance company which told that no such agents worked with them and he was conned. The victim went to police station and filled a FIR which police accepted and started looking into the matter; their is clear proof that the victim deposited the money into the con-man's account. 75% of the amount deposited by the victim was withdrawn by the con-man. The complaint against the conman is under IPC 419,420 and 66(d) IT Act 2000. Fortunately within weeks Police were able to track the person down .Police officer were able cease some of the property that was bought using the stolen money along with the receipts of items. The items include a car and laptop among the other things. Con-man unfortunately was not apprehended Is their any way to get back the property that was bought by the stolen money as well as the remaining money that was deposited into the con-mans account that is still present in the culprit's bank account which has now been sealed by the police? The victim is under sever financial duress due to the fraud and it will be a significant help if he gets back the money please advice. Thank you
