Restrictions on khasgi vanikaran land

Hello, I am planning to buy a 6 acre land in Velhe, Pune. Zone dakhla says Vanikaran. But there is no mention of Vanikaran zone on the 7/12. This land is touching forest zone declared land. I want to set-up an Agro tourism business on this land. There would be poultry, fish farm, bee keeping, etc. I plan to construct few cottages for stay. The development of the land will require blasting to be done. Will I get legal electricity and water connection on this land? Will I get permission for blasting to make a well and develop the land? Will I get permission) license to setup a poultry farm? Will I be able to construct cottages/permanent construction on this land? If yes,vwhat will be the FSI? Please advice if it is possible to do all this in Khasgi vanikaran zone land.
