Kindly clarify my doubt?
Hon'ble High Court, Delhi and Hon'ble Supreme Court upheld implemntation of technical staff assessment scheme with effect from 01/01/1986 on November 2014.
Since the fault of assesor, i was not assessed for promotion for the past 25 years and the residency period for each assessment is 5, 6 and 8 years for each promotion.
Now my question is, Assesor will evaluate the confidential report retrospectively and give promotion or based on the minimum residency period ie 5 years.
Is there any judgement to claim to get the promotion in minimum residency period.
