Revoke a family settlement without legal heir certificate

When was legal heir certificate made mandatory for property transfer or registration in Tamilnadu? My uncle has registered a family settlement without including my mother's name and without attaching legal heir certificate in 2006. Can i revoke this now?

Yes if your mother has share in the property and she was not included in the family settlement deed and she has not signed that deed ,then you can challenge that and file for partition suit...
