Rule 12(2)(B) of CCS(CCA) read with rule 13 gives impression that the minor disciplinary authority can initiate major penalty proceedings. But there are clarifications about rule 12, 14 etc in relation to Group "A" employees for which President is disciplinary authority. According to clarifications any inquiry can only be initiated with the approval of minister. Please clarify the two contradictory situations. Also kindly clarify whether in case of Group 'A' employee minor disciplinary authority can bypass the approval of minister.
