Sale of property

The original title deed owner is willing to sell the land at Chennai. There was a case pending for forgery of power of attorney and selling it to many. Forged person was imprisoned and now on bail. DRO enquiry report states that Power of Attorney was fabricated and signature of titile deed owner was found to be fake and ordering for seeking thump impression verification and seek judicial remedy. Only FIR filed no charge sheet submitted to court. Is possible to sell property by land owner?. Property is clean without any occupation.
