In a non scheduled area of odisha, can a ST person buy the agricultural/non-agricultural land of a SC person.

As per the Odisha Scheduled Areas Transfer of Immovable Property Regulations, 1956 tribal land can be transferred to non-tribal or tribal buyers through the process of auction. Revenue and Disaster Management Department will set prices for the auctionwhich will include three phases in which only tribal people will be allowed to participate and same will be opened for the non tribal buyers if in case no member reached the level of the fixed price. However the final chance to buy the land will be in the hands of tribal buyers if they paid highest bid without even participating in the whole process.
